Carding Criteria for Nominations for

Sport Canada’s 2012 Carding Cycle

Athletes with a Disability (AWAD) or Para-Archers

 

EFFECTIVE JANUARY 1, 2011

 

1.   Eligibility and Conditions for All Cards

  • Archers must be Canadian citizens or permanent residents at the beginning of the carding cycle.
  • Carding is only available to athletes who compete in an archery event on the program of the Paralympic Games (recurve and compound).
  • To maintain carding status, athletes are required to follow the National Training Program in the event in which they qualified for carding and sign an Athlete/FCA agreement.

2.   Carding Cycle
Archery Canada’s carding cycle will run from January 1, 2012 to December 31, 2012.

 

3.   Qualification period
To be eligible for nomination for Sport Canada’s Athlete Assistance Program (AAP) or carding for the 2012 carding cycle, the athletes must meet the performance standards below between January 1, 2011 and December 31, 2011.  Only results in archery events on the program of the Paralympic Games will be considered.

 

4.   Number of AWAD Cards Available
Sport Canada has currently allocated two (2) Senior card equivalents to the Archery Canada for its AWAD or Para-Archery Program.  A review of the number of cards allocated to each sport was conducted after the 2010 Winter Paralympic Games but the results of this review are not known at this time.  Therefore the number of cards for 2012 is not known.  This document will be updated when this information becomes available

 

No Development Card criteria will be published by Archery Canada until such a time as the Archery Canada’s AWAD or Para-Archery Program has sufficient depth to warrant it.

 

5.   Priority for Carding
Athletes eligible for nomination will be recommended to Sport Canada for AAP support in the following priority order:

a.   Athletes who meet the Senior International card criteria;

b.   Athletes carded at the Senior International level in 2011 who meet the Injury card criteria;

c.   Athletes who meet the Senior National card criteria;

d.   Athletes carded at the Senior National level for 2011 who achieved Gold Squad in 2010 and who meet the Injury card criteria;

e.   Athletes carded at the Senior National level for 2011 who achieved Red Squad in 2010 and who meet the Injury card criteria.

 

6.   SENIOR INTERNATIONAL CARD CRITERIA (SR1/SR2)

  • Sport Canada sets the criteria for Senior International Cards.
  • International cards can only be earned at the FITA Para-Archery Senior World Championship or Paralympic Games.
  • A new or first year International Card can be earned in 2011 as there is a FITA Para-Archery Senior World Championship.
  • Athletes who meet the international criteria are eligible to be nominated by Archery Canada for two consecutive years; the card for the first year is referred to as an SR1 card, while the second-year card is known as an SR2. 

NOTE: There must be a minimum of 10 countries entered in the event category. If not, these cards will be available to athletes who placed in the top 3 at the 2011 Para-Archery Senior World Championship with a minimum of ten (10) entries and a minimum of five (5) countries.

1st Priority: INDIVIDUAL results at the 2011 FITA Para-Archery Senior World Championship, Torino, Italy, July 11-16, 2011:

  1. Top 16 and Top ½ of the field in the final results at the 2011 FITA Para-Archery Senior World Championship;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 FITA Para-Archery Senior World Championship;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 FITA Para-Archery Senior World Championship will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

2nd Priority: TEAM results at the 2011 FITA Para-Archery Senior World Championship, Torino, Italy, July 11-16, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 FITA Para-Archery Senior World Championship;
  2. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 FITA Para-Archery Senior World Championship;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 FITA Para-Archery Senior World Championship will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

Criteria: Senior International SR2 card

There can be no Senior International SR2 cards in 2012 (the second year of a two year International card) because there was no FITA Para-Archery Senior World Championship or Paralympic Games in 2010.

7.   SENIOR NATIONAL CARD CRITERIA (SR/C1) - NSO Criteria:

  • To be eligible to be nominated for a Senior National Card, the athletes must have met either the Para-Archery Senior Gold or Senior Red Squad performance standard.
  • The performance standards are published regularly on the Archery Canada website under High Performance/Ranking Program/Squad Criteria.  The criteria are posted no later than December 31st of each year and reflect the average of actual scores shot at the past two (2) Para-Archery Senior World Championships.

However - The criteria for the 2011 Archery Canada ranking list are being changed because of the many rule changes made by FITA over the last two years.  The new criteria for 2011 ranking will be published on the Archery Canada website by March 31st 2011 and will continue to reflect actual results from Para-Archery Senior World Championships.

 

Selection Priority for Senior National Card:

If there are fewer cards than athletes meeting the Para-Archery Senior Gold or Senior Red Squad criteria, the athletes will be ranked using the following priority system:

NOTE: For the first two priorities noted below, there must be a minimum of 10 countries entered in the event category.  If not, these cards will be available to athletes who placed in the top 3 at the 2011 Para-Archery Senior World Championship with a minimum of ten (10) entries and a minimum of five (5) countries.

1st Priority: INDIVIDUAL results at the 2011 FITA Para-Archery Senior World Championship, Torino, Italy, July 11-16, 2011:

  1. Top 40 and Top 1/2 of the field in the final results at the 2011 FITA Para-Archery Senior World Championship;
  2. If there are fewer cards than athletes meeting this criterion, the archers will be nominated by highest final placement at the 2011 FITA Para-Archery Senior World Championship;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 FITA Para-Archery Senior World Championship will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

2nd Priority: TEAM results at the 2011 FITA Para-Archery Senior World Championship, Torino, Italy, July 11-16, 2011:

a) Top 16 and Top ½ of the field at the 2011 FITA Para-Archery Senior World Championship;

  1. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 FITA Para-Archery Senior World Championship;
  2. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 FITA Para-Archery Senior World Championship will be ranked higher;
  3. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

NOTE: For all subsequent priorities (3rd through 14th), there must be a minimum of 10 entries in the event category.

3rd Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following INDIVIDUAL results at the 2011 Para Pan-American Games, Guadalajara, Mexico, November 12-20, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 Para Pan-American Games;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 Para Pan-American Games;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 Para Pan-American Games will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

4th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following INDIVIDUAL results at the 2011 Para Pan-American Games, Guadalajara, Mexico, November 12-20, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 Para Pan-American Games;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 Para Pan-American Games;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 Para Pan-American Games will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

5th Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following TEAM results at the 2011 Para Pan-American Games, Guadalajara, Mexico, November 12-20, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 Para Pan-American Games;
  2. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 Para Pan-American Games;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 Para Pan-American Games will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

6th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following TEAM results at the 2011 Para Pan-American Games, Guadalajara, Mexico, November 12-20, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 Para Pan-American Games;
  2. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 Para Pan-American Games;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 Para Pan-American Games will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

7th Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following INDIVIDUAL results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville, England, September 5-9, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

8th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following INDIVIDUAL results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville, England, September 5-9, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

9th Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following TEAM results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville, England, September 5-9, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  2. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

10th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following TEAM results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville, England, September 5-9, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  2. If there are not sufficient cards available for all members of a team, individual members of a team will be nominated by the individual’s highest final placing at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville;
  3. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville will be ranked higher;
  4. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

11th Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following INDIVIDUAL results at the 2011 World Ranking Event (WRE) in the Czech Republic, August 12-18, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 WRE in the Czech Republic;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 WRE in the Czech Republic;
    1. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 WRE in the Czech Republic will be ranked higher;
    2. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

12th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following INDIVIDUAL results at the 2011 World Ranking Event (WRE) in the Czech Republic, August 12-18, 2011:

  1. Top 8 and Top ½ of the field in the final results at the 2011 WRE in the Czech Republic;
  2. If there are fewer cards than athletes meeting this criteria, the archers will be nominated by the highest final placing in the 2011 WRE in the Czech Republic;
    1. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 WRE in the Czech Republic will be ranked higher;
    2. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

13th Priority: Archers who meet the Para-Archery Senior Gold Squad criteria and who achieve the following TEAM results at the 2011 World Ranking Event (WRE) in the Czech Republic, August 12-18, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 WRE in the Czech Republic;
  2. If there are not sufficient cards available for all members of a team,

individual members of a team will be nominated by the individual’s highest final placing at the WRE in the Czech Republic;

  1. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 WRE in the Czech Republic will be ranked higher;
  2. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

14th Priority: Archers who meet the Para-Archery Senior Red Squad criteria and who achieve the following TEAM results at the 2011 World Ranking Event (WRE) in the Czech Republic, August 12-18, 2011:

  1. Top 4 and Top ½ of the field in the final results at the 2011 WRE in the Czech Republic;
    1. If there are not sufficient cards available for all members of a team,

individual members of a team will be nominated by the individual’s highest final placing at the WRE in the Czech Republic;

  1. If two or more athletes have the same placing, the athlete with the highest qualification round score at the 2011 WRE in the Czech Republic will be ranked higher;
  2. If a tie still exists, archers will be nominated by the highest total points on the 2011 year-end Archery Canada para-archery ranking list.

 

8.   ULTIMATE TIE BREAKER FOR SENIOR CARD CRITERIA
If a tie remains after applying the highest total points on the year-end Archery Canada ranking list, the best individual final placing during the 2011 outdoor season in the events listed below will be used to break the tie.

International events by priority order:

i)    2011 FITA Para-Archery Senior World Championship

ii)   2011 Para Pan-American Games

iii)  2011 second Paralympic/Olympic qualifying event in Stoke-Mandeville, England, September 5-9

iv)  2011 World Ranking Event (WRE) in the Czech Republic, August 12-18

9.   INJURY CLAUSE

Athletes who are carded in 2011 at the SR1, SR2, SR or C1 levels and are unable to meet the carding criteria strictly due to health-related reasons may be considered for re-nomination by the Archery Canada High Performance Committee for the 2012 carding cycle if they apply for consideration and meet the conditions outlined in the AAP “Health Related Curtailment of Activities Policy”. The application must include a medical certificate outlining the injury, the anticipated rehabilitation schedule, and their anticipated training and competitive schedule (national and international) upon return from the injury.

 

If more athletes meet the Injury Card criteria than the number of cards available, the FCA will prioritize athletes eligible for a SR injury card based on the highest point total on the Archery Canada year-end ranking list.

 

Sport Canada’s ''Health Related Curtailment of Activities Policy'' can be found in the Sport Canada Athlete Assistance Program Policy and Procedures document .

10. MAXIMUM NUMBER OF YEARS AT THE SR/C1 LEVEL

These criteria apply once the athlete has reached the FITA Senior age category:

 

Athletes are expected to make progress in their results in order to maintain SR/C1 card status.  Normally, eight (8) years is the maximum that an athlete will be carded at the senior level based on national criteria (excluding years when the athlete was awarded a C1, SR injury cards and International SR1 and SR2 cards).  After such time, Sport Canada will require a comprehensive and thoroughly documented review of the athlete’s performance over the past five years in order to demonstrate progress toward performance equivalent to top 16 and top half at the FITA Para-Archery Senior World Championship or Paralympic Games, which may then warrant nomination of “Senior National” card status for an additional year.  In addition, Archery Canada will specify performance criteria (training criteria or competitive results) that must be met to receive additional nominations. This process must be followed for all subsequent years that the athlete is nominated at this level.

 

11. MAINTAINING CARDING STATUS

Carding selection and the continuation of carding is dependent upon the

athlete's acceptance and adherence to the obligations as outlined in the carding agreement.  The athlete must agree to adhere to the training, competitive and administrative policies of Archery Canada.

 

At the beginning of the Carding Cycle, each carded athlete must submit a yearly training plan together with a signed carding agreement to the technical staff of Archery Canada.  Athletes must follow this training schedule during the carding season. Archery Canada will notify Sport Canada to start carding payment only when the signed athlete’s agreement and yearly training plan are received at the Archery Canada office.

 

Carded athletes must take part in all competitions, testing, medical examinations and National training camps to which they are selected. Should extenuating circumstances arise that prevent participation in any of these events, athletes must apply to the High Performance Committee of Archery Canada requesting an Exemption.

 

Should an athlete fail to participate in a scheduled event as required, the High Performance Committee, or equivalent, will apply a sanction or fine according to the Archery Canada discipline procedures which could result in withdrawal of carding.
