Archery Canada's Selection Criteria & Procedures - 2012 Paralympic Games

1.0 Number of Competitors

Each country competing at the 2012 Paralympic Games is allowed to enter a maximum of three (3) archers in each event category.

2.0 Archery Canada's Selection Criteria & Procedures

2.1 To be eligible for selection to the Para-Archery Team that will compete at the 2012 Paralympic Games, archers must meet the following criteria:

• Be Canadian citizens or permanent residents of Canada

• Be eligible to compete for Canada under Archery Canada and World Archery rules (World Archery /Archery Canada Rule Book 2.4)

• Be members in good standing of Archery Canada.

• Meet or exceed the Para-Archery Red Squad standards in their category (used for Archery Canada's Para-Archery ranking) as of midnight (EST) June 1st 2012. See clause 2.5 below for the Para-Archery Red Squad standards.

2.2 The final qualification date is June 1st 2012. Archery Canada will notify athletes of selection to the 2012 Paralympic Team, no later than Wednesday, June 6th 2012. Paralympic Team selections/nominations must be submitted to the Canadian Paralympic Committee (CPC) no later than Monday, July 30th 2012.

2.3 Eligible Athletes must ensure their scores are submitted to Archery Canada no later than the closing deadline of midnight (EST) June 1st 2012.

2.4 Archers' scores will only be taken from results posted on the Archery Canada and World Archery websites. If the Archery Canada webmaster is not available, results are to be submitted to the Archery Canada national office. Tournaments must be registered with Archery Canada or World Archery. 2.5 The Para-Archery Red Squad standards are as follows:

Men's Compound Open Red Squad 2598

Ladies Compound Open Red Squad 2553

Men's ARW1 Compound Red Squad 2363

Ladies ARW1/2 Recurve Red Squad 2101

2.5.1 The Para-Archery Red Squad standards are calculated by: adding the average of the archer's two best FITA 1440 rounds plus the average of the archers two best FITA 720 rounds times two (X 2).

2.5.2 The CPC Para-Archery Minimum Qualification Standards (MQS) for the above individual event categories, are scores equal to Archery Canada's Para-Archery Red Squad standard.

2.5.3 At the time of writing of this document, Archery Canada has no athletes competing in the following three individual event categories:

- Men's ARW1/2 Recurve

- Men's Recurve Standing

- Women's Recurve Standing

Consequently, for these three individual event categories Archery Canada has adopted the MQS set by World Archery for selection purposes in these event categories. The MQS are as follows:

2.6 In cases where the number of athletes who have met the Para-Archery Red Squad standards by midnight June 1st (EST) 2012, is equal to or less than the maximum allowable entry of three (3) archers per event category, those athletes will be selected by Archery Canada.

2.7 The Archery Canada Para-Archery Ranking List (as of June 1st 2012) will be used to select the top three (3) or fewer archers in an event category. The Ranking List is determined using outdoor scores achieved between January 1st 2011 through June 1st 2012. An additional requirement is that a minimum of one (1) international single 720 round must be shot by an archer between January 1st 2011 through June 1st 2012 inclusive. The international single 720 round competitions that are to be used are noted in the Archery Canada 2011 and 2012 major competitions list published and communicated by Archery Canada. Tournaments must be registered with Archery Canada or World Archery.

2.8 In cases where the number of athletes who have met the Para-Archery Red Squad standards exceeds the maximum number of three (3) archers per event category, the top three (3) Canadian archers on the Archery Canada Para-Archery Ranking List will be selected to the Paralympic Team.

2.9 Tie-Breaker. If there is a tie after applying the Archery Canada Para-Archery Ranking List, the best individual international placing in a single 720 round, during the period January 1st 2011 - June 1st 2012, will be used to break the tie. The international single 720 round competitions that are to be used for the tie-breaker are noted in the Archery Canada 2011 and 2012 major competitions list published and communicated by Archery Canada.

2.10 Withdrawal from Team Due to Injury/Illness/Family Emergency. If an archer named to the Team cannot attend the Games for any reason (e.g., injury, illness, family emergency), and therefore withdraws from the Team, Archery Canada may nominate the next ranked individual athlete from the Archery Canada Para-Archery Ranking List. The replacement or alternate athlete must have attained the minimum Red Squad standard by June 1st 2012 and must have met all required selection criteria in order to be considered as an alternate (subject to World Archery and 2012 Paralympic Games).

Alternates must appear on the Archery Canada Para-Archery Ranking List. Alternates will be selected from the Archery Canada Para-Archery Ranking List in descending order of ranking to the bottom of the Red Squad List as of June 1st 2012.

Where required, the Archery Canada 'medical team' will assess the injured/ill athlete and determine if he/she is unable to compete.

2.11 Wildcard Provision. Archery Canada will only be eligible to apply for wildcard entries to the London 2012 Paralympic Games for those athletes/teams who have met all required selection criteria within the official London 2012 Paralympic Games qualification period established by World Archery.

2.12 "Rising Star" Selection Process.

Notwithstanding the criteria contained in this document, in exceptional circumstances,

Archery Canada may in its discretion, identify athletes as 'rising stars' and may nominate them to the CPC for consideration for the 2012 Paralympic Games. The 'Rising Star' Eligibility Pool will consist of athletes who have not competed at a World Archery Championship or Paralympic Games and who are not otherwise selectable, but have attained Archery Canada's Blue Squad standard on its 2012 Para-Archery Ranking List. As well, the athlete(s) must have competed in a minimum of two international competitions noted in Archery Canada's 2011 and 2012 major competitions list published and communicated by Archery Canada. The athlete(s) must have finished in the top half (1/2) of the field in each of the two international competitions.

2.13 Archery Canada reserves the right to offer a nomination exemption to any athlete who is unable to meet the qualification criteria described in this document due to injury, illness, pregnancy or other exceptional circumstances. These circumstances must be clearly documented before or during the qualifying event in question and must be supported by a member of Archery Canada's medical team or by another Archery Canada approved equivalent before Archery Canada will submit the nomination for the consideration of the CPC Team Selection Committee*.

In addition, Archery Canada must submit supporting documentation to the CPC Team Selection Committee with its nomination demonstrating:

a) The athlete has been examined by the Archery Canada medical team and cleared to return to competition.

b) The athlete will have sufficient preparatory time and a formalized training plan in order to be in peak competitive condition at the time of the London 2012 Paralympic Games.

c) A summary of the past four years of the athlete(s) rankings and results, and the athlete(s) recent results during the London 2012 Paralympic Games qualification period in order to demonstrate the probability that the athlete would have been capable of achieving all required Selection Criteria if not for the exceptional circumstances.

d) Any other supporting information deemed relevant by Archery Canada.

*The CPC Team Selection Committee is the sole and final authority in determining if an exceptional nomination under this clause will be accepted.

3.0 Archery Canada / Athlete Agreement & CPC / Athlete Agreement

All archers and alternates selected to the 2012 Paralympic Team will be required to sign the Archery Canada / Athlete Agreement and the CPC / Athlete Agreement. Alternates must have attained the above outlined eligibility criteria.

4.0 Withdrawal from the Team

If an archer named to the Team cannot compete at the 2012 Paralympic Games for any reason (e.g., injury, illness, family emergency), and therefore withdraws from the Team, the designated alternate will be substituted for that archer and the next archer on the Para-Archery Ranking List will be named as the alternate.

The replacement or alternate athlete must have attained the minimum Red Squad standard by June 1st 2012 and must have met all required selection criteria in order to be considered as an alternate (subject to World Archery and 2012 Paralympic Games).

Alternates must appear on the Archery Canada Para-Archery Ranking List. Alternates will be selected from the Archery Canada Para-Archery Ranking List in descending order of ranking to the bottom of the Red Squad List as of June 1st 2012. For example, in cases where the maximum of three (3) archers in a category are selected and one (1) of the three athletes withdraws from the Para-Archery Team, the 4th ranked para-archer (alternate must have met the eligibility criteria outlined above), will be selected as the alternate archer in that category.

Where required, the Archery Canada 'medical team' will assess the injured/ill athlete and determine if he/she is unable to compete.

5.0. Disputes or Appeals

a) A jury will be constituted according to Archery Canada rule 7.11 for Team selection to resolve all disputes concerning Team selection.

b) Challenges to this Team Selection document should be made through Archery Canada's Complaint policy.

c) Challenges regarding the implementation of this Team Selection document will be settled using Archery Canada's Appeal Policy.

d) If an archer named to the 2012 Paralympic Games Team fails to adhere to the terms and conditions of the Archery Canada / Athlete Agreement, the Archery Canada Discipline Policy may be implemented. 

e) All discipline, complaints and/or appeals filed under Archery Canada's Discipline, Complaint or Appeal Policies and including appeals to the Sport Dispute Resolution Centre of Canada, must be settled by Monday, July 16th 2012.

6.0 Passports and Visas

All archers must have a valid Canadian passport, which does not expire within six (6) months of the last date of travel. If an archer is a permanent resident in Canada, he/she must have a valid passport from their country of origin that does not expire within six (6) months of the last date of travel. The archer must also be able to present, if requested, documentation to show he/she is a permanent resident of Canada.

England – no visa required for Canadian citizens.

7.0 If there are differences between the English and French versions of this document, the English version will take precedence.

8.0 The Archery Canada High Performance Committee reserves the right to make changes to this document, which in its discretion are necessary to ensure selection of the best team possible for the 2012 Paralympic Games. Any changes to this document shall be communicated to all Archery Canada members with a special edition of the Archery Canada News (electronic newsletter) and published on the Archery Canada website immediately.

9.0 In the event of unforeseen or unusual circumstances, as determined by the Archery Canada High Performance Committee, the Archery Canada High Performance Committee shall have the full discretion to resolve the matter as it sees fit taking into account factors and circumstances that it deems relevant. Any such exercise of discretion shall be subject to the Canadian administrative law principles of fairness.
