Does the 9.3 diameter rule apply to just target archery or is it target and 3D?

The rules for athletes equipment is specific to the Equipment Division in which the athlete participates. It is not specific to the Discipline practiced. For example, Compound Unlimited Division is practiced in target archery and 3D archery in Canada and can use arrows greater than 9.3 mm diameter shaft. Barebow Division is practiced in target, field and 3D archery and arrows must be no more than 9.3 mm diameter.

The rules for Athletes Equipment and each Division are specified in sections 11 (Rule Book 3) and 22 (Rule Book 4). The rules are repeated in both sections.
